That may very well be the case. I don't know the details about those other funds.

The main legal issues in that case were that the federal government regulates pipeline safety and the Iowa Utilities Board regulates pipeline siting.

I have to read the ruling (re: Summit) to see if they are predicated on the same home rule standard, though. It's really strange (maybe just by design) the reason Feenstra gives to not have anything to do with the pipelines is that it's 'not a federal' issue. At least that is what locals in NW Iowa tell me.
